日本での起業を検討している外国人の方にとって、大きな制度変更が予定されています。出入国在留管理庁は、外国人が日本で起業するための「経営・管理」ビザに関する要件を、今後さらに厳格化する方針を明らかにしました。

現行制度では、資本金500万円以上での起業が認められていましたが、これが3000万円以上に引き上げられる見込みです。これは実質的に、資金力のある限られた層のみが対象となる可能性を意味します。

さらに、常勤職員を1名以上雇用することが新たに義務づけられるほか、申請者本人が「経営や管理の経験が3年以上」あるか、または「修士課程以上の学位を有していること」も追加要件とされます。

これらの改正は2025年内にも省令として施行される予定であり、すでに国民からの意見募集も始まっています。

今後、日本でのビジネス展開を目指す外国人の方にとっては、より戦略的な準備と明確な実績・体制の整備が求められる時代に入ります。

Japan’s Immigration Services Agency has announced plans to tighten the eligibility criteria for the “Business Manager” visa. Under the current rule, a minimum capital investment of 5 million yen is required to obtain the visa. However, the new guideline proposes a sixfold increase—raising the threshold to 30 million yen.

In addition to the capital increase, the new requirements will also include:

• Hiring at least one full-time employee in Japan

• Having at least three years of experience in business management, or

• Holding a master’s degree or higher

These changes are expected to be implemented within 2025, following public consultation and formal amendments to ministerial ordinances.

For aspiring entrepreneurs, this means that stronger business planning, financial preparation, and proven credentials will become essential for launching a business in Japan.
